The Code of Federal Regulations

The Code of Federal Regulations (CFR) is the codification of the general and permanent rules and regulations (sometimes called administrative law) published in the Federal Register by the executive departments and agencies of the Federal Government of the United States. Administrative law exists because the United States Congress often grants executive branch agencies broad authority to interpret the statutes in the United States Code (and in uncodified statutes) which the agencies are entrusted with enforcing.

Of the 50 titles within the CFR, Title 38: Pensions, Bonuses, and Veterans' Relief is of most interest to veterans.

CFR Title 38 is divided into Parts, generally Part 1 through Part 75.


The Parts that are most often reviewed by veterans who have a claim for disability compensation or who seek health care at the VA are;

Part 3 _  3.1 to 3.2600  ADJUDICATION

Part 4 _  4.1 to 4.150 SCHEDULE FOR RATING DISABILITIES

Part 17 _ 17.30 to 17.1008 MEDICAL

Part 19 _ 19.1 to 19.102 BOARD OF VETERANS' APPEALS: APPEALS REGULATIONS

Part 20 _ 20.1 to 20.1510 BOARD OF VETERANS' APPEALS: RULES OF PRACTICE
