Zero % Evaluations
The Department of Veterans Affairs may award compensation for
conditions (injuries or illnesses) that are proven to be service
connected.
To be awarded monetary compensation requires that the condition be disabling to a measurable degree.
In other words, just because you have a condition does not also mean that you have a disabling condition.
Service connection is often awarded at a rating of 0% compensable to
recognize that such a condition exists and that the condition is
service connected but that of itself, it is not disabling.
The conditions rated at 0% may be upgraded upon evidence that the
condition has worsened and there may also be a setting that would allow
a 0% condition to be used to make eligible a secondary condition that
is caused or aggravated by the 0% condition.

Sec. 4.31 Zero percent evaluations.
In every instance where the schedule does not provide a zero percent
evaluation for a diagnostic code, a zero percent evaluation shall be
assigned when the requirements for a compensable evaluation are not met.
